Those who are talking about giving foreign degrees to the students of the country with these advertisements in the newspapers and in the signboards of 'UK Degree in Bangladesh' while sitting in the country are just pretending. The UGC has not yet given any approval to the foreign universities or study centers operating in the country anonymously, said Professor Abdul Mannan, chairman of the Bangladesh University Grants Commission, in an exclusive interview with the Bengali Tribune at the UGC office on Thursday afternoon.
He said that one by one action is being taken against those who are creating a trap of cheating in the name of giving foreign degrees in the country, subject to the instructions of the Ministry of Education.
Abdul Mannan further said that a policy of the University Grants Commission has been formulated as 'Cross Border Higher Education'. In other words, if you want to establish a foreign university or study center in Bangladesh, you have to establish it in accordance with the policy of the University Grants Commission. But maybe many institutions are operating without approval. They have not been given any approval yet. They are cheating with students.
In response to a question, Abdul Mannan said, "Such universities are not only planned to be approved in our country, but already in many countries. Such campuses are already in operation, especially in European countries." In order to keep pace with the world, such an institution needs to be started. Besides, going abroad to get a degree is a costly affair at present. As a result, it is better if the students of our country can take degree while sitting in the country. This will enrich the quality of education. And considering all aspects, it is planned to approve foreign universities or study centers.
Among the study centers that were alleged to have been opened in Bangladesh without approval, Power Fashion, World University of USA, Pitchblende, Pathdana were shut down with legal assistance under the direction of the Ministry of Education. There are some more study centers who are alleged to be continuing their activities. We cannot close these institutions without the direction and intervention of the Ministry of Education.
Asked who had sought approval for a foreign campus or study center, he said, "Eight to ten foreign universities have applied for permission. But so far we have not allowed them. Because they could not meet the policy. Those who want to have a foreign university campus in the country need to see if there is a Mother University in their own country. However, the only university I have visited is Manas University in Australia. They founded the university, though there was no need to visit. I got better. However, it has not been approved yet.
Citing the example of a few universities, he said, "Now if Oxford, Cambridge, Sussex universities apply, there is no need to look at them in person because they are the world's established universities. We will see what the status of their institutions is in our country." Whether it is going according to our policy. '
Asked about the evaluation of these degrees by foreigners in Bangladesh, he said, "These degrees may not be of much use, but they are also being used in the country." It is being used in various government agencies, non-government organizations and various organizations in the country and abroad. But I don't know how these are used. I always speak out against certificate trading universities, advertise in newspapers, advertise on websites, list which private universities can be admitted, which ones can't, but still people are deceived. Students are deceived by getting admission in these institutions after seeing the glamorous advertisements. '
There are more middle class people in Bangladesh than ever before who, despite their desire, often cannot send their sons and daughters to study abroad. Referring to the issue, he said, "After the country became independent, people did not have as much interest or attention towards education as they do now." But now everyone is aware. Dad is driving a rickshaw, mother is breaking bricks and educating her sons and daughters. We think it is a great achievement to go abroad to study by spending a lot of money. It also brings benefits to the students. But even after going abroad, many returned home deceived. '
"People have become aware, they have learned to understand the importance of education, but the quality of education in the country may not have increased compared to that," he said. As a result, many students have gone abroad as they could not keep pace with the demand. Those who could afford to go to school went to school, those who could afford to go to college went to college, from college to university, and even sent abroad to study according to their ability. '
The UGC chairman also said that he has information that many influential people of Bangladesh have opened universities in foreign lands targeting students who want to study abroad. He said, "Since the trend of students going abroad to study has increased, many university campuses have been set up overnight in partnership with investors, especially in Bangladesh, targeting Bangladeshi students. And seeing these, there is a tendency to set up foreign universities in Bangladesh as well." At present it costs much more to study abroad than before. They have now increased the money several times more than it used to. '
I have learned that UGC will be transformed into a higher education commission. Asked whether the UGC would be more powerful if it was transformed into a higher education commission, he said, "There are many misconceptions about this. Some people think that the power of UGC will be reduced. No one thinks power will increase. Because UGC was established with only 8 public universities. Now the institution takes care of about one and a half hundred public and private universities. So it is difficult to take care of so many universities without increasing its capacity. If the commission, the manpower will increase, its scope will increase. It will also be beneficial to work on the quality of education.
